<br />PLANNING COMMISSION COMMENTS: <br /> <br />a. Rubbish pickups and deliveries can be scheduled but <br />snow and snow removal cannot be scheduled and <br />should not be regulated. <br /> <br />b. Before adopting a new ordinance, there should be <br />work done with adjoining neighbors and the property <br />owners of the centers. <br /> <br />c. Churches and schools also need early plowing. This <br />may add to the confusion of the regulations. <br /> <br />d. By limiting the hours of snow removal, trash pickup <br />and delivery, the City places a hardship on public and <br />private owners to either hire additional staff or pay for <br />the late hour plowing. Deliveries can be regulated <br />without such a hardship. <br /> <br />2. There was a feeling that the necessary codes currently exist <br />but need to be enforced. The general prohibition of the <br />nuisance code is broad and should encompass any <br />enforcement problems. <br /> <br />
