, '~

CITY OF ROSEVILLE
PLANNING REPORT

DATE: 03-13-96

CASE NO.: 2809

Planner Approval:

Department Approval:

Agenda Section:

Item Description:

6(f)
City ofRoseville request for vacation of right-of-way at County Road C-2
and the West Snelling Frontage Road.

1. Back2round

In 1995, the City ofRoseville constructed the section of Lincoln Drive, between Terrace
Drive and County Road C-2, completing Lincoln Drive rrom County Road C to Lydia.
With the completion of this street, the West Snelling Avenue Frontage Road was no
longer needed to provide access to the properties south of County Road C-2 and as a part
of the construction project, the roadway was removed. Consistent with past practice,
since the right-of-way for that road is no longer needed by the City, the City is proposing
to vacate that right-of-way to adjacent property owners. These owners include the
Benjamin's Restaurant, Room and Board, Countryside Restaurant, Health East, and
Lido's. Attached to this report are five draft resolutions vacating that portion of the
Snelling Avenue Frontage Road right-of-way to the respective land owners. While the
City is proposing to vacate this right-of-way to these property owners, the 20 foot light
rail and utility easement over the east 20 feet of the property, will remain.

2. Summary and Conclusion

With the completion of the Lincoln Drive project, between Terrace Drive and County
Road C-2, and the removal of the West Snelling Avenue Frontage Road road bed, the
right-of-way for the rrontage road is no longer necessary. Therefore, the City ofRoseville
is proposing to vacate that right-of-way back to the abutting property owners. It is staff's
recommendation that the Planning Commission recommend approval of the 5 resolutions
relating to the vacation of right-of-way for the West Snelling Avenue Frontage Road,
between County Road C-2 and Terrace Drive.
