The neighborhood's understanding is that the 40 foot buffer <br />area requirement would entail planting of trees and shrubs in the remaining 25 feet. <br />Mr. Wicklund's plan calls for grass for those 25 feet. In a meeting with a <br />neighborhood representative and City staff in September, Mr. Wicklund indicated <br />that he wanted to use that 25 feet to turn his trucks and loading equipment around. <br />On his site plan, the storage piles of PVC pipe appear to be sited to allow that use of <br />the 25 feet. <br /> <br />PageS <br />-Paragraph l--Is the specific buffer design referred to here, the master plan <br />referred to on p. 1, paragraph 2? Ifso, we feel, given the history of problems in this <br />area, that the specifics which will be required need to be spelled out in advance, and in <br />the conditional use permit, especially given the history of problems in the area. <br /> <br />3. Comments on City Planning Staff's Draft Resolution <br /> <br />Page 2 <br /> <br />- Item 7- At present, piles of coiled piping appear substantially higher than 8 <br />feet, and clearly visible from Schriefels residence. In addition, the stacks would be 3 <br />feet higher than the 5 foot screening fence in the current recommendations. <br /> <br />- Item 8--PVC will be stacked to a 6 foot height. Again, the fence mentioned in <br />item 12 is a 5-foot fence. <br /> <br />-Item 11. Numbers of trees to be planted should be listed in the document. <br />The term "Property owner" should be clarified throughout as to whether it refers to <br />the land owner or the business owner. In addition, a time line for replacement of any <br />dead or downed trees should be specified, especially considering that the CUITent <br />owners have not replanted the existing holes in the tree barrier, despite a lapse of <br />several years under their ownership. <br /> <br />· Item 12-Per earlier notes, a 5-foot fence will not provide the necessary <br />screening from the residences, at least-certainly not one placed at the CUITent 15 <br />foot distance from the property line. Also, at what date would any fence alteration be <br />required to be completed? <br /> <br />· Item 13-The neighborhood does not see this as agreeable. We would like to <br />see the entire 40 foot buffer area specified in the Roseville Zoning Code (section <br />l007.0lA) treated as such, and would like to see plantings of trees in that area. Part <br />of our reasoning is, that, as natural processes such as disease or storms deplete the <br />existing tree barrier as they have in the past, these trees would provide for some <br />interim screening as replacement trees in the 15 foot zone would be planted and take <br />hold and grow.
