<br />REQUEST FOR COUNCIL ACTION <br /> <br />Department Approval: <br /> <br />~ID ., <br />tern escnptlOn: <br /> <br />DATE: 8-26-96 <br /> <br />ITEM NO.: H-6 <br />Manager Reviewed: Agenda Section: <br /> <br />~&- Hearing <br />Scott Wicklund request for a conditional use permit to operate a Truck and <br />Trailer rental business and a variance to the zoning code for outside <br />storage at 1450 W. County Rd. C. <br /> <br />Background <br /> <br />Scott Wicklund, representing MIDC Enterprises is a tenant of a building located at 1450 W. <br />County Road C. This building is owned by Joy Albrecht. Wicklund is proposing 1) to establish <br />a Truck and Trailer rental operation (V-Haul), and 2) to expand a pre-existing non-conforming <br />exterior storage land use at his site located at 1450 County Road C. The size definition of truck <br />rental has been agreed to by the applicant: truck or trailers with a box length of 26 feet or less <br />and a gross weight of no more than 26,000 lbs. gross vehicle weight. The applicant has met with <br />the abutting residential neighbors to the south and attempted to solve their concerns regarding <br />noise, landscaping and screening <br /> <br />The site is 1.02 acre in size. The site is currently occupied by the 3,800 sf. MIDC building and <br />the accessory storage area. The site is designated for "I" (Industrial Uses) in the City's <br />Comprehensive Land Use Guide Plan and is zoned 1-1 (Light Industrial Uses). The <br />Comprehensive Plan also states that the area between Snelling and Hamline, along the south side <br />of County Road C should be part of a master plan study wherein "a number of uses are possible <br />as long as they provide effective buffers to the single family areas to the south"(p.15-Landuse). <br />This buffer should extend from Snelling Curve on the west to the Kath Building and Business <br />Condos on the east. The planning staffhas been working with the city landscape architect to <br />design a landscape screen/buffer master plan for this entire area. <br /> <br />At the August 12, 1996 meeting, the City Council continued the hearing on this motion to <br />August 26, 1996 to allow time for the applicant to fully understand the requirements of the <br />County Road C Buffer Study. <br /> <br />Development Summary <br /> <br />The property under consideration with this application is zoned I-I light Industrial. In this <br />district, vehicle rental activities are permitted as conditional use permits and are subject to the <br />conditions in Section 1007.02D12 in the City Code. The outdoor storage for pipe and landscape <br />materials that MIDC is proposing is normally not permitted in an "1-1" zone as per Section <br />1007.02B but has been a continuing, pre-existing use since the mid 1960's and should only be <br />expanded or improved as part of the conditions attached to the site plan approval of the <br />conditional use permit. <br /> <br />MIDC is proposing to reconfigure the site plan but keep approximately the same amount (13,000 <br />s.f.) of impervious paved surface. Within the parking lots, no concrete curbs are proposed as <br />required by the city design standards, Section 1010.05. Unless additional impervious surface is <br />installed, water run-off is about the same and no retention permit is being pursued by the <br />applicant. <br /> <br />1 <br />
