Keel, Qirector of Public Works.~.

Re:

UNION 76 SERVICE STATION COMPLAINTS

From:

The comments in this rriemo were prompted by a letter from Michael Meehan and a subsequent
memo from you regarding traffic concerns at the Union 76 Service Station located at the
northwest comer of County Road B and Snelling Avenue. Of particular concern is the entrance
from County Road B immediately west of Snelling Avenue. Mr. Meehan has asked the City to
investigate the safety of the County Road B entrance and the appropriateness of the "short-cut"
from County Road B through the site to the Snelling Avenue Service Drive. Following are my
comments regarding these issues:

~ County Road B entrance

This entrance is located approximately 70 feet west of the Snelling Avenue intersection.
City code requires that such entrances be located a minimum of 40 feet from the corner
property line-typically, 55 feet from an intersection. Left turn movements to and from
this entrance are prohibited by an existing concrete median on County Road B. As such,
the entrance, as designed, is acceptable.

Based on police records, 45 accidents have occurred at the Snelling/County Road B
intersection in the last two years. Of these, one can be attributed to the Union 76 Service
Station driveway. This number is very small in comparison to the total amount of traffic
using County Road B and is not considered to constitute a traffic hazard.

~ Short -cut to Snelling Avenue Service Drive

The Union 76 Service Station was originally constructed in the early 1980's. At that time,
the station was separated from SnelJing Avenue by the SnelJing Avenue Service Drive. The
service drive was realigned to the west side of the property in the late 1980's as part of the
reconstruction of SneHing Avenue. At that time, two new entrances to the SneHing Avenue
Service Drive were constructed. As such, the "short-cut" was initiated and constructed by
MnDOT and not the property owner.
