Page 2
Steven Sarkozy
January 30, 1996

Based on police records, no accidents can be attributed to the "short-cut." Even so, I
would not consider this arrangement as ideal. If modifications were being done to the
Union 76 site, I would recommend that the access points off the SneJling Avenue Service
Drive be combined to a new driveway opposite the shopping center driveway to the north.
Such a modification would greatly simplify access points as well as remove the "short-cut."
For such major site improvements, however, the City would have little leverage to require
the property owner to make such modifications.

Attached is a drawing prepared by MnDOT showing past and present access to the site. The
recommended modification to combine access points on the Snelling Avenue Service Drive is
shown in red. A copy of your letter and the letter from Michael Meehan are also attached.

In summary, the location of the County Road B entrance is not a safety hazard. While no
accidents have been reported, the "short-cut" can be eliminated by combining the SneJling Avenue
Service Drive accesses to a new driveway opposite the driveway to the strip mall.
