Commercial development of this site is consistent with <br />the City's Comprehensive Land Use Guide Plan. <br /> <br />9) En&ineerine Considerations: <br /> <br />I. A 20 foot street and utility easement must be dedicated along the north property line of <br />this property. <br />2. Existing sidewalk must be removed as part of the new driveway openings. Replacement <br />of the sidewalk in those locations is required. <br />3. There is an existing sanitary sewer running north and south from County Road B to the <br />service drive. The applicant must protect this utility during construction. <br />4. Erosion control plans are needed before a building permit is issued. All erosion controls <br />must be in place before grading is started. <br />5. All concrete curb and gutter and driveway work that has to be removed during <br />construction must be replaced per City of Roseville'slRamsey County standards. <br />6. This property currently has two legal descriptions. Before a permit can be issued, they <br />need to be combined into one parcel of property. <br />7. The existing freestanding sign location does not meet setback requirements. <br />8. The owner shall obtain all permits necessary to perform the work. <br />9. The owner shall use all means necessary to eliminate the amount of cut-through traffic on <br />the site. (Engineering staff is concerned about the cut-through problem.) <br />10. There is currently one driveway approach to the site from County Road B. It is <br />located relatively close to Snelling Avenue. It is proposed to relocate the existing <br />approach 19 feet to the west of its current location. It is also proposed to add an <br />additional approach at the southwest comer of the site. There is a concern that the <br />additional entrance may cause confusion and additional conflicts for motorists on <br />County Road B. The concern is that there is a potential for the entrance to be <br />partially blocked by traffic leaving the gas pump area and being positioned over the <br />center ofthe driveway. (A driveway access permit must be issued by Ramsey <br />County.) <br />II. The northwestern driveway should be relocated to line up with the existing driveway to <br />the Margolis shopping center. <br /> <br />Planning Commission Recommendation: <br /> <br />The Planning Commission, at the June 12, 1996 meeting, recommended approval of <br />Christopher BerglUno-Ven Company request for a conditional use permit for a service <br />station and convenience store at 2163 Snelling Avenue North subject to the following <br />conditions: <br /> <br />1.
