The owner shall use all means necessary to eliminate cut-through traffic on the site. <br />5. The northwestern driveway should be relocated to line up with the existing <br />driveway to the Margolis shopping center. <br /> <br /> <br />Staff Summary and Recommendations: <br /> <br />5 <br /> <br /> <br />A motor fuel station has been in operation at this site since 1958. The applicants are proposing <br />to replace temporary facilities with a new 2,480 square foot convenience store/motor fuel station. <br />The applicant has demonstrated compliance with the City's design standards and special <br />standards related to motor fuel stations with their proposed development plans. A review of the <br />6 criteria for the issuance of a conditional use permit indicates that commercial development of <br />this site is consistent with the City's Comprehensive Land Use Guide Plan, improving the current <br />conditions on the site which should have a positive impact on the market value of contiguous <br />properties, and should not have any negative impact on the general health, safety, and welfare of <br />the community. The intersection of Snelling Avenue and County Road B has retail development <br />on all four quadrants and the intersection is signalized and designed to handle traffic volumes. <br /> <br />The proposal is consistent with the City's Comprehensive Land Use Guide Plan, in compliance <br />with the City's design standards and special standards related to motor fuel stations, and meets <br />the 6 criteria to be considered with the issuance of a conditional use permit. <br /> <br />Staff recommends approval of Uno-V en Companies request for a conditional use permit for a <br />service station and convenience store at 2163 N. Snelling Avenue subject to the conditions listed <br />in the Planning Commission recommendations. <br /> <br />Suuested Council Action: <br /> <br />By motion, adopt a City Council resolution of approval of a conditional use permit for a service <br />station/convenience store at 2163 N.
