The property in question is presently zoned B-1B, Limited Retail Business, and <br />it consist of approximately 5.5 + acres. The applicant is seeking a change of <br />zoning from B-1 B to B-3, Gene;-al Business, a special use permit for an auto- <br />mobile dealership, and a variance from the parking requirement. <br /> <br />2. The Comprehensive Plan suggests that the property in question be developed as <br />limited retail business. The applicant is seeking a change in zoning because an <br />automobile dealership is allowed under the B-3 District with a special use permit. <br />Generally speaking, the property in question and the surrounding area have been <br />developed with the intention of providing a "select" area for specialized retail <br />activity. <br /> <br />3. The usual stero-type of an automobile dealership incorporates images of banners, <br />pendants, large signs and other"loud" promotional activities. The applicant <br />has taken the position that a Cadillac Dealership is not the ordinary automobile <br />dealership. The Cadillac Dealership does not utilize the ordinary outdoor <br />promotional activities. Also, the Cadillac Dealership is less dependent upon <br />the sale of used cars as a major part of their business. Therefore, the site plan <br />of a Cadi lIac Agency does not uti I ize an extensive used car lot. <br /> <br />4. The proposed site plan restricts used car sales to a partially enclosed sales area <br />directly adjacent to the new car showroom. The enclosed area is architecturally <br />treated to blend in with the principal structure. No used cars are parked or <br />located within the front yard of the property. The proposed landscaping plan <br />is adequate. However, I would recommend a larger size of planting materials, <br />2 1/2 inch - 3 inch cal iber. <br />
