Dissolution of Roseville Local Development Corporation (LDC)– Martha Ingram <br />8 <br />Ms. Kelsey introduced Martha Ingram, RHRA Attorney with Kennedy and Graven, who <br />9 <br />provided a brief update on how and why the RHRA needed to dissolve the based on 2000 state <br />10 <br />legislation. Ms. Ingram noted that the appropriate steps to grandfather the LDC in had not <br />11 <br />been followed, or at least not documented, within the allotted three years; and therefore the <br />12 <br />LDC should have been dissolved previously. Therefore, Ms. Ingram recommended dissolution <br />13 <br />now, since all outstanding loans had been processed and there was no longer any particular <br />14 <br />reason for its existence. Ms. Ingram noted that the draft resolution (Exhibit A) provided <br />15 <br />authorization to staff to give notice as defined under statutory requirements. <br />16 <br /> <br />17 <br />Discussion included the status of outstanding loans at Villa Park, which were paid off in <br />18 <br />February of 2014 from Community Development Block Grant (CDBG) funds for that purpose; <br />19 <br />that no fines were anticipated as a result of this omission; and nothing in particular was being <br />20 <br />lost by dissolving the LDC, as the HRA can fulfill those same functions. <br />21 <br /> <br />22 <br />Motion: Member Majerus moved, seconded by Member Etten to adopt Resolution No. 56 <br />23 <br />entitled, “Authorizing Notice of intent to Dissolve Local Development Corporation;” <br />24 <br />pursuant to specific steps under MN law. <br />25 <br /> <br />26 <br />Ayes: 5 <br />27 <br />Nays: 0 <br />28 <br />Motion carried. <br />29 <br /> <br />30 <br />b. BR & E Implementation Strategies – Event Partnering with St. Paul Area Chamber of <br />31 <br />Commerce, cohosting the Roseville Business Council meetings, and hiring an intern <br />32 <br />Ms. Kelsey introduced Jonathan Weinhagen with the St. Paul Area Chamber of Commerce <br />33 <br />(SPACC) and Twin Cities North Chamber of Commerce (TCNCC); with Chair Maschka, on <br />34 <br />behalf of the body, welcoming him to tonight’s meeting. <br />35 <br /> <br />36 <br />Member Etten thanked Ms. Kelsey for arranging this partnership to establish and/or enhance <br />37 <br />Roseville business networking and coordinate educational opportunities. <br />38 <br /> <br />39 <br />At the request of Member Etten, Mr. Weinhagen advised that thirty-five people attended the <br />40 <br />inaugural educational seminar recently held, with advertizing through their membership list, <br />41 <br />website, and other opportunities throughout the east metro, reaching an estimated 13,000 <br />42 <br />businesses. Mr. Weinhagen stated that it was their intent to develop a strategy, in partnership <br />43 <br />with RHRA staff, to target even further in the Roseville region. Mr. Weinhagen further <br />44 <br />advised that UPS was currently a regional sponsor of these events, and the Roseville UPS store <br />45 <br />would be contacted to see how they could more fully engage under a potential sponsorship. <br />46 <br /> <br />47 <br />Member Etten suggested area banks doing small business loans may also be interested in <br />48 <br />sponsoring an event, which would further reduce the RHRA’s cost to subsidize $20 per person <br />49 <br />per event, with a commitment by the RHRA to sponsor forty business persons for a full year of <br />50 <br />events for a total of $3,200) for the planned four events per year. <br />51 <br /> <br />52 <br />Mr. Weinhagen duly noted that suggestion to seek other sponsors. <br />53 <br /> <br />54 <br />Ms. Kelsey noted that the $20 per person is the actual cost for attendance at the breakfast, with <br />55 <br />non-members cost $30 per person; with costs reducing as attendance increases.
