<br />11ichael Falk, City Planner <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, ~m 55113 <br /> <br />1056 Roselawn Ave., W. <br />Roseville, MN 55113-5966 <br />April 29, 1996 <br /> <br />RE: Planning File #2813 <br />Planning File Name: Bruce Kath <br /> <br />Dear Mr. Falk: <br /> <br />As stated above, this letter pertains to the application by Mr. Bruce <br />Kath to build a convenience store/gas station at the intersection d <br />Lexington and Ro selavilll Avenues. <br /> <br />We accept the fact that Mr. Kath has the right to build such a facility <br />on the parcels at that intersection currently zoned B-2 and B-3, a type <br />of business which has existed at that intersection for decades. <br /> <br />We live two lots east of the B-1 parcel being considered for rezoning. <br />Someimte during the 41 years we have owned our home (probably about <br />20 years ago), that B-1 parcel was rezoned from an HR't classification <br />(we believe you are aware that Mr. Kath's boyhood home was situated on <br />that property at one time). As we've thought about it, we've concluded <br />we would consider another rezoning a further erosion of the IIbufferlt <br />zone established by the City's Naster Plan. <br /> <br />About 10 days ago we were shown a modified plan for the project. We <br />appreciate Mr. Kath's willingness to compromise by enlarging the green <br />area on the east end of the property. It was also mentioned at that <br />time that a picnic table might be placed in that green area to provide <br />a place for employee picnics. We believe that will encourage customers <br />from the delicatessen to eat and loiter on the premises. We believe <br />other arrangements could be made for employee picnics. <br /> <br />We do feel the magnitude of the project is more ambitious than is appro- <br />priate for the neighborhood. We are especially concerned about the operating <br />hours. "ie would also hope irr the event of a sale in the future the same <br />restrictions mn operating hours would be imposed on the new owners as we <br />hope will be imposed on }~o Kath. This corner has a long history of <br />early evening clos ings. He'll especially not appreciate noise from the <br />car wash late in the evening. <br /> <br />To summarize, we accept this as a commercial corner, but it should have <br />some restrictions, particularly in its hours of operation.
