(Page 11, #5) <br /> <br />Review all commercial development site plans to insure quality design, the completion of <br />adequate amount of site landscaping and beautification. (Page II, #9) <br /> <br />Redevelop blighted areas into higher density business centers creating an enhanced tax and job <br />base. (Page 17, #6) <br /> <br />Eliminate blighted and polluted soils within redevelopment parcels. (Page 17, #5) <br /> <br />Engineering Considerations <br /> <br />The Engineering Department has reviewed the above mentioned project. The following is a list of <br />concerns: <br /> <br />1. Concern was raised regarding the upcoming Lexington Avenue mill and overlay project. The <br />concern centered around whether additional turn-lanes would be added at the intersection of <br />Lexington Avenue and Roselawn Avenue. It has been confirmed that no additional turn-lanes <br />will be added as part of the upcoming project. <br /> <br />2. Ultimate plans call for a 99-foot corridor for Lexington Avenue. The developer should grant <br />the City an additional 16.5-foot easement along the west property line. <br /> <br />3. The traffic study performed by SEH indicates that the service station would produce <br />approximately 1,650 in only trips per day. This would be a large increase over the number of <br />trips generated by the existing service station. It is anticipated that this would cause additional <br />congestion on both Lexington A venue and Roselawn A venue due to the increased turning <br />movements into and out of the service station. <br /> <br />4. Staff questions the need for two accesses 65 feet apart on Lexington Avenue. The two accesses <br />could be combined into one larger access. In this case, the maximum driveway width is 36 <br />feet. <br /> <br />5. The plans show only a 6" watermain serving the entire site. It is assumed that the store, car <br />wash, and sprinkler system will all be supplied by the 6" service. This should be clarified on <br />the plans. <br /> <br />6. The existing sanitary sewer along the east property line is an 8" pipe. The engineer should <br />provide a flow estimate from the car washes and store in order to ensure that the service does <br />not overload the existing sanitary sewer pipe. <br /> <br />7. The landscaping shown along the south and east property lines lies directly within an existing <br />sanitary sewer easement. The City should hold the developer responsible for the replacement <br />of any landscaping items damaged or removed due to sanitary sewer replacement or repair. <br /> <br />6 <br />
