<br />10. No loudspeaker music or use other than for safety and code requirements shall be allowed. <br /> <br />11. All lighting shall be downcast lighting. The size, location, and design shall be approved by <br />City Planner. <br /> <br />12. Equipment on the site, including vacuums, LP gas tanks, compressors, etc. shall be placed in a <br />screened area beyond the building frontage. <br /> <br />13. Parking along the Roselawn Avenue side of the car wash shall be screened with a 4 foot screen <br />wall and landscaping. <br /> <br />14. Ponding shall be placed east of the building as per plans dated <br /> <br />15. HV AC equipment shall be screened for noise and visual purposes by parapet walls or building <br />material extensions. <br /> <br />16. The applicant shall work with City Engineer to review options for drainage system which <br />minimizes potential fuel spills and run-off into the City storm water system. <br /> <br />17. The applicant shall adhere to all engineering recommendations in staff report dated May 8, <br />1996. <br /> <br />18. Sidewalks and street trees shall be installed by the applicant. Site location shall be approved by <br />the City Engineer. <br /> <br />Planning Commission Considerations: <br /> <br />1. The Planning Commission, at the May 8, 1996 meeting, recommended approval of the <br />Comprehensive Plan amendment from residential to business for the northeast parcel of <br />the project, subject to Metropolitan Council approval as per the staff draft resolution. <br /> <br />2. The Planning Commission, on a 3-3 vote, also moved to recommend approval of the <br />conditional use permit, rezoning, preliminary and final plat with staff conditions 1-18 and <br />additional issues to include design details and materials similar to the building placed on <br />the canopy and numbers 19-24 as follows: <br /> <br />19) Street trees should be reviewed by the city forester. <br />20) All development shall occur within 19 months or the zoning and conditional use <br />permits revert to previous uses. <br />21) All car wash doors shall remain shut until the blowers for the dryer are off. <br />22) A fence shall be placed adjacent to the gas and convenience building on the car <br />wash driveway and not at the east property line of the project. <br />23) The site shall be irrigated, providing sprinkler systems for trees, shrubs and grass. <br />24) Violation of the terms of the conditional use permit shall be considered a violation <br />of the city code and may include fines and/or revocation of the permit. <br /> <br />The motion was not adopted. <br /> <br />8 <br />
