<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />.__"-,.,...... ..'1 <br />,j )~A fl <br /> <br />-- <br /> <br />6(a) Planning File 2813: Bruce Kath request for a rezoning, conditional use permit, <br />preliminary and final plat, and comprehensive plan amendment at 1912 Lexington <br />Avenue to construct a gas station/convenience store/car wash. As continued from the <br />March Planning Commission meeting. <br /> <br />Vice Chairperson Katie Harms opened the public hearing and requested Michael Falk, <br />City Planner, to provide a background report. Mike Falk provided a background history <br />of the buildings, showed a video of the site, and explained the surrounding uses. He <br />listed the changes from the original request and reviewed the 6 conditional use permit <br />criteria of City Code, Chapter 1013.01. Glen Van Warmer, Traffic Consultant for the <br />city, explained the traffic impact on the site. He estimated 1650 trips per day into or out <br />of the site would be the equivalent of 800 customers a day. There would be 110 trips in a <br />peak hour between 5 and 6 p.m. Seventy-five percent of the traffic will enter from <br />Lexington Avenue. Fifteen percent will enter from RoselaWll Avenue east of the project, <br />and 10 percent from the west. V an Warmer estimated that 66 percent of the convenience <br />store traffic is already on the street. He stated there would be two impacts: 1) new trips <br />to the site estimated at 14 trips per day on RoselaWll and 30 trips per day on Lexington in <br />a peak hour; and 2) the impact on the driveways as it relates to turning movements. He <br />estimated there would be very little traffic on Autumn or Summer or other streets because <br />ofthe new project. The new project would not create traffic backups or congestion in his <br />opinion. He also commented that the site plan circulation is adequate with no internal <br />problems. <br /> <br />Michael Falk reviewed the impact on parks, streets, utilities, and pathways along <br />Lexington and RoselaWll. <br /> <br />Michael Falk reviewed the compatibility with contiguous properties; contiguous property <br />values; impacts on health, safety, and welfare; Comprehensive Plan compatibility, as <br />described in the staff report of May 8, 1996. He also explained that the engineering staff <br />had a number of conditions which had to be met in order for the project to proceed. After <br />providing the staff summary of the site, Mike F alk, stated that the staff recommended <br />approval as per the staff report of May 8, 1996. <br /> <br />Chairman Wietecki entered the meeting. <br /> <br />Member Harms asked what other uses would be permitted on the site. Michael Falk <br />provided a list of B2 and B3 uses permitted for the Kath site. <br /> <br />Member Cunningham asked if a Phase I and Phase II Environmental Analysis had been <br />done. Michael Falk responded that such analyses are done prior to issuance of building <br />permits. <br /> <br />Chairman Wietecki asked the staff to present a list of changes requested by the applicant. <br />Michael Falk completed the description. Member Rhode asked Glen Van Warmer how <br />much traffic would be generated by the townhomes to be built north of RoselaWll <br />Avenue. Glen Van Warmer estimated 110 trips per day with 9 trips in anyone peak <br />morning hour. <br />
