<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />Bruce Kath, the applicant, provided background on the operations on the site. He stated <br />that 7 underground tanks would be removed, and 3 new, double-walled cathodic-treated <br />tanks will be installed. There will be 8 tanks, a touchless car wash, a convenience store. <br />There will not be a restaurant, no alcohol, nor video games, no oil changes, no motor <br />repair, and no tire sales. There also will be no outside speakers. There will be 3 <br />employees at the site at all times. There will be no loitering allowed. Mr. Kath stated <br />that, since 1975,22 service gasoline stations have closed in and around Roseville. <br /> <br />Tim Nelson of Everest Development, representing the developer, explained the intent of <br />the new site plans. Chairman Wietecki asked for details regarding the canopy and the <br />support mechanisms for the canopy. Mr. Nelson explained the canopy will be steel. All <br />of the open space will be irrigated. Member Harms asked for further details regarding the <br />placement of a 6 foot high fence at the east side of the car wash driveways. Member <br />Cunningham stated that the open green space would not be open if completely fenced. <br /> <br />Member Wietecki asked for details regarding LP tanks. Mr. Kath responded there will be <br />no tanks at this time, and if tanks are available, they simply would be stored and sold not <br />filled. Member Wilke asked for details regarding the driveways on Lexington Avenue. <br />Glen Van Warmer responded that most of the traffic will use the south driveway. Jay <br />Kennedy noted that the estimated traffic volume on Lexington Avenue was 15,500 <br />vehicles and that the estimated increase by the year 2010 would be to 16,800 vehicles. <br />The traffic volume on Roselawn is estimated at 2600 vehicles per day and is predicted to <br />remain the same or near same by the year 2010. There appears to be no other major land <br />use changes in the area that would increase or decrease traffic volumes. <br /> <br />Harold Robinson, 975 Roselawn, asked for clarification regarding traffic projections. <br /> <br />Ann Hanson, 1175 Autumn, asked ifthere were plans for a fast-food operation on the <br />comer. Mr. Kath responded there are no plans at the moment, but interest has been <br />shown by the franchises. <br /> <br />Ann Hanson asked if restrictions could be placed on the site to ban a liquor store, and to <br />designate hours of operation. Chairman Wietecki explained this could be done. <br /> <br />Christine Thompson, 1150 Autumn, asked if the car wash would be free (No). She also <br />asked for the traffic counts on Lexington in 1995 (14,800 north of Roselawn; 14, 700 <br />south of Roselawn with an expectation of 16,000 by the year 2010). <br /> <br />Dick Hauck, 1133 Roselawn, asked if the Commission had received his letter of support <br />(Yes). He asked the Commission to consider the difference between the existing station <br />traffic (estimate 300 trips per day) versus the new station (with an estimated 1,200 trips <br />per day). <br /> <br />Joan Fischer, 1899 North Oxford, asked if the project was rezoned but not completed, <br />would the conditions be retained. (The conditions would be placed on the property, not <br />on the proposed development.) <br />
