<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />Member Cunningham noted that of 14 accident on the site, 9 records illustrate accidents <br />in this area with a number of rear-end traffic accidents. <br /> <br />Carol Wagnor, 1140 Autumn, expressed concern about the view from the residential <br />properties along Autumn into the Kath project, the Jiffy Lube project, and other <br />businesses in the area. She expressed concern about the amount of light under the <br />canopy. <br /> <br />Marie Putnman, 1134 Autumn, expressed concern about the amount of building space <br />over green space, and asked that a forester be asked to review the trees and heartiness. <br /> <br />Al Schrieber, 1890 North Lexington, owner ofthe two II-unit apartment buildings to the <br />south ofthe project, stated that the project was too large and should be cut down in size. <br />He asked why the south entrance to the site along Lexington was right at the property line <br />adjacent to the II-unit apartment building. He stated the apartment residents do not want <br />the cars adjacent to the apartment building, noting there was at least 50 feet of grass on <br />the east side of the project, but none on the south side adjacent to the apartment owners. <br />He stated that on the south side, the property should have at least 12-15 foot high trees. <br />He noted there are 11 residents on the south side of the project who happen to live in <br />apartment buildings; whereas, there is one resident on the east side who happens to live in <br />a single-family home. He stated that 4 pumps would be okay, but not 8 pumps. He stated <br />that the apartment project is the most valuable piece of property in the neighborhood and <br />should not be deteriorated. <br /> <br />Eileen Kockendorfer, expressed concern about the businesses north of Roselawn, and the <br />potential expansion of business area and parking. <br /> <br />Leon Tice, 1681 Lexington, owner of the Fena gas station, stated that the stacking of <br />vehicles in the winter awaiting the car wash will add noise and fumes to the <br />neighborhood. <br /> <br />Farrell Robinson, 975 Roselawn, urged the commission not to change the Comprehensive <br />Plan. He asked if the land value in the area would be enhanced. He noted people did not <br />buy their homes to be near a gas station. He stated Lexington Avenue is a gateway into <br />Roseville which will not be possible with a gas station on Lexington Avenue. He noted <br />that looking at the project from the west the canopy will obliterate the view of the <br />building. He also explained that spillage will occur when drivers pull away from the <br />pumps and out into the street. He expressed concern about the traffic volumes in the area <br />noting that the MnDOT survey showed 16,000 vehicles per day on Lexington in 1994, <br />but today, in his opinion, may be 18-20,000 vehicles per day. He stated that Ramsey <br />County is a bad forecaster of traffic. In his opinion, in 20 years, there will be between <br />24-30,000 vehicles per day on Lexington. <br /> <br />Dick Houck, 1133 Roselawn, stated that all development along the comers has increased <br />the value of the property surrounding it. This project will increase the value of the Houck <br />property. Mr. Houck stated that all businesses should be allowed to grow because they <br />will not increase the traffic at Lexington and Roselawn. He stated that the neighborhood <br />
