<br />Planning Commission Minutes <br />May 8, 1996 <br /> <br />car wash. (The car wash can be upgraded from the outside, but not paid for.) <br /> <br />Eileen Kockindorfer, _ Ryan Avenue, asked for details regarding the parking on the <br />site. <br /> <br />Farrell Robinson, 975 Roselawn, asked whether the north driveway along Lexington <br />Avenue could be closed. He also asked if noise levels had been measured in the evening. <br />(The staff noise levels are for daytime only.) He asked if the traffic analysis had been <br />updated to include the townhouses, churches and new parks in the area. <br /> <br />Susan McGregor, 1123 Autumn, asked for clarification regarding the traffic numbers <br />using the site. Van Warmer explained that a busy SuperAmerica attracts 2200 trips per <br />day in comparison to the Kath project of 1200-1500 trips per day. Kath explained that <br />the store will pump approximately 150,000 gallons per month when it opens, and 250,000 <br />gallons at its highest. <br /> <br />Marie Putnam, 1134 Autumn, asked for details regarding congestion from cars crossing <br />Lexington Avenue while other cars are attempting to enter the store by making a left turn <br />on Lexington from the north. Van Warmer explained that the stacking on Lexington and <br />Roselawn has capacity for 4 to 5 vehicles on Roselawn and 7 to 8 on Lexington and that <br />there will be little problem after the drivers become trained to the use of the site. <br /> <br />Farrell Robinson stated there will be more congestion than originally suggested. He <br />estimates 3000 trips per day with 300 trips in the peak hour. He also estimated 56 <br />percent of the trips to the store would be non-pass-by or new trips along Lexington <br />A venue. He stated that Lexington Avenue is a minor arterial under the metropolitan <br />classification system, and it is growing to 16,000 to 18,000 trips per day. The applicant <br />should close the north driveway, because ofthe right out and then left turn onto Roselawn <br />conflict. If traffic does not include other development in the area, then the consultant <br />should provide 5, 10, and 20 year projections. <br /> <br />John Valen??, 1018 Draper, stated the project was a piecemeal development and what <br />was the overall plan for the entire area. He expressed concern with traffic along <br />Roselawn using Oxford, Draper, and Ryan because of the additional backup traffic on <br />Roselawn. <br /> <br />Christine Thompson, 1115 Autumn. Ms. Thompson asked if for the hours of operation <br />and expressed concern about vent piping because it creates fumes. She also expressed <br />concern about pay phones effecting traffic at the comer of Lexington and Roselawn. Ms. <br />Thompson asked how headlights would be screened. There appears to be no way to <br />completely screen headlights. She stated that the operation proposed by Kath is not the <br />same as the Ace's operation in magnitude. She recommended that the driveways on <br />Lexington Avenue be made right turn only exits from the site and she expressed concern <br />about the canopy as being too large and unsightly. <br /> <br />John Valen, 1018 Draper, expressed concern about the high traffic levels and the turning <br />levels on Lexington Avenue. <br />
