Mr. Mike Falk
April 30, 1996
Page 2

impact on the redistribution of traffic since most of the traffic is oriented to Lexington Avenue. The
impact on westbound Roselawn Avenue approaching Lexington Avenue in the p.m. peak hour is
approximately 30 vehicles. Most of these vehicles would be turning right to go northbound on
Lexington A venue.

The site plan retains a significant amount of area for maneuvering. Comments made in our March 1
letter are still applicable in general. We anticipate few problems on-site with the traffic circulation.
Tank trucks and trash trucks will have little problem. Delivery vehicles probably will park along
the south curb line or in the north parking area which will probably be little used.

The site plan provides 27 marked parking stalls which should be more than adequate for the
convenience store and employees. The 10 spaces in front of the store should be adequate most of
the time for all customers, with the remaining spaces for employees or overflow. The driveways
remain at 30 feet and could be increased to 32 feet in size. On-site curb radii seemed to be adequate
for circulation.

We have also reviewed the potential use of secondary streets in the area for access to the
convenience store. We anticipate very little traffic will come from the west on any street and that
most of it will use Roselawn A venue and the traffic signal for access across Lexington A venue.
Traffic leaving the site traveling west is also likely to use Roselawn A venue. The potential for traffic
to use Autumn Street or Summer Street is relatively low since the traffic can only travel west to
Fernwood Street and then must turn to either Roselawn Avenue or Garden A venue.

We also feel it is unlikely that traffic will utilize either Oxford Street or other streets to the east for
circulation around the site. On-site circulation and access to both Lexington Avenue and Roselawn
A venue is convenient enough so that access should not be a problem.

If you have any questions or need any additional information, please feel free to call us at 490-2045.

Sincerely,
Short Elliott Hendrickson Inc.

~~u/~

Glen Van Wormer, P.E.
Manager, Transportation Department

tlo
c: Jay Kennedy, Roseville Engineering Department
