July 8, 1996

Mr. Michael Falk
City Planner
City of Roseville
2660 Civic Center Drive
Roseville, MN 55113

Dear Mr. Falk:

Once again the city is to take another look at the proposed
development of the property at 1912 North Lexington by Bruce
Kath. It is my hope that this time the scaled down version
will be approved without hesitation.

I am of the opinion that this is indeed an appropriate use of
this property and that it is the decision of the
owner/developer as to what will be a profitable and economic
investment. Of course the city should have an input and
approval process on such city developments, however, it seems
an infringement on the ownership of private property if that
process becomes too restrictive.

This piece of property has been a service station for at
least 70 years that I am aware of and this is an improvement
of the same business and construction. It is to the credit of
the owner that they wish to make a major investment and
upgrade on this corner and I believe that the city should
want to see that happen also. Although the surrounding
neighborhood may have some concerns in this regard, the
primary responsibility of a profitable and reasonable
development rests with the property owner. I believe and hope
that this development fits into both categories and that the
Planning Commission and City Council feel likewise.

A~

R. J.
