<br />CITY OF ROSEVILLE <br />PLANNING REPORT <br /> <br />DATE: 07-10-96 <br />CASE NO.: 2843 <br /> <br />Department Approval: Agenda Section: <br />6(e) <br /> <br />Bruce Kath request for a rezoning, planned unit development, conditional <br />use permit, preliminary and final plat, and an amendment to the <br />comprehensive plan at 1912 Lexington Avenue to construct a motor fuel <br />station/convenience store/car wash. <br /> <br />Planner Approval: <br /> <br />Item Description: <br /> <br />Background <br /> <br />Bruce Kath is proposing to construct a motor fuel station/convenience store with a car wash at <br />1912 Lexington Avenue. The site is in the southeast quadrant of the intersection of Lexington <br />Avenue and Roselawn Avenue. The site is currently occupied by Ace's 66 Service Station and <br />automobile repair and a single story building at 1080 Roselawn Avenue, occupied by a real estate <br />firm. The service station was constructed about 1932 and the other commercial building was <br />constructed in about 1956. The property is bordered on the north by Roselawn Avenue, on the <br />west by Lexington Avenue, on the south by 22 housing units within two apartment buildings, <br />and on the east by single family residential land uses. North of Roselawn Avenue is Suburban <br />Hardware and the newly approved 16 townhomes of Rose Villa. To the west of Lexington <br />Avenue is the Remax Realty building. <br /> <br />At the May 28, 1996 City Council meeting, the applicant indicated that in order to meet concerns <br />raised at the Planning Commission public hearing, a plan reducing the scale of the project had <br />been developed. The City Council directed the applicant to present the revised plan as a <br />new application to be reviewed by the Planning Commission. <br /> <br />Development Summary <br /> <br />The property under consideration is zoned B-3 General Business, B-2 Retail Business, and B-1 <br />Limited Business. An automobile service station and car wash is a use permitted by conditional <br />use permit in the B-2 and B-3 districts but not in the B-1 district. The City's Comprehensive <br />Land Use Guide Plan has the majority of the property designated for business purposes. The <br />northeast comer of the property (that area zoned B-1 Limited Business) is designated low density <br />residential in the Comprehensive Land Use Guide Plan. Ifthe project is to be approved, the <br />designation in this area of the Comprehensive Plan would need to be changed to B, Business. <br />The property currently consists of four separate legal parcels, totaling 2.183 acres or 95,076 <br />square feet in land area. It has 263.98 feet of frontage on Lexington Avenue and 360.18 feet of <br />frontage on Roselawn Avenue. <br /> <br />1 <br />
