<br />Project Description: <br /> <br />The proposal involves the demolition and removal of the two existing commercial structures and <br />the construction of a new gas station/convenience store with a detached car wash. The new store <br />will be approximately 2,800 square feet in size and the car wash facility approximately 1,800 <br />square feet in size. The new store will not contain any automotive repair facility. The site plan <br />is indicating 22 parking stalls, where 14 are required by code. A retention pond is designed in <br />the southeastern area of the site to handle storm water runoff for the entire commercial site. <br />Access to the site is proposed to be via two driveway accesses onto Lexington Avenue and one <br />on Roselawn Avenue. <br /> <br />Design Standards: <br /> <br />The new buildings are proposed to be slab on grade, masonry construction with face brick and <br />rock face masonry block to meet commercial building design standards and an asphalt shingle <br />hip roof to help provide a residential character to the building. The retail building is designed <br />with predominantly brick exterior and a rock face block accent banding. The car wash building, <br />as proposed, is designed with predominantly rock face block exterior with complimentary block <br />accent banding (it is recommended that the brick and block on the car wash and the support poles <br />of the canopy be the same as the principle structure). The retail building design has a glass entry <br />way fronting toward Roselawn A venue with a standing seam metal roof element over the <br />entrance. <br /> <br />The landscape plan emphasizes perimeter landscaping with a screen fence along the southerly <br />and easterly property lines of the convenience store parcel. Landscape planting materials include <br />a variety of tree and shrub species, including evergreen materials for year round interest. <br /> <br />Platting/Subdivision: <br /> <br />F our existing unplatted legal parcels are proposed to be replatted into two new lots identified as <br />Lots 1 and 2, Block 1, Kath Companies Addition on the proposed plat. Lot I consists of39,964 <br />square feet or 0.917 acres and is proposed to be the gas station/convenience store site. Lot 2, <br />consisting of 31,797 square feet or 0.730 acres, borders the single family residential <br />neighborhood to the east. This parcel is not currently proposed for development, other than the <br />ponding area proposed in the southern area of the lot which is designed to serve both parcels. <br />Lot 2 is intended to serve as a transition/buffer parcel, between the gas station/convenience store <br />site to the west and the residential neighborhood to the east. The northern portion of Lot 2 is <br />currently zoned B-1 and the southern portion is currently zoned B-2. The area currently zoned <br />B-2 is proposed to be down zoned to B-1. In connection with the platting, the applicant is <br />proposing to dedicate 16.5 feet of additional right-of-way on the east side of Lexington Avenue, <br />as requested by the City. It is consistent with the desired 99 foot right-of-way corridor for <br />Lexington Avenue. <br /> <br />2 <br />
