(Page 10, #DI) <br /> <br />Encourage the development or expansion of existing and future retail shopping centers as <br />a means of achieving maximum efficiency of land use, adequacy of vehicular movements <br />and parking areas, and maximum aesthetic consideration. (Page 10, #D2) <br /> <br />Encourage orderly transition of areas from residential to commercial in accord with the <br />Comprehensive Plan. (Page 11, #5) <br /> <br />Review all commercial development site plans to insure quality design, the completion of <br />adequate amount of site landscaping and beautification. (Page 11, #9) <br /> <br />Redevelop blighted areas into higher density business centers creating an enhanced tax <br />and job base. (Page 17, #6) <br /> <br />Eliminate blighted and polluted soils within redevelopment parcels. (Page 17, #5) <br /> <br />Engineering Considerations <br /> <br />The Engineering Department has reviewed the above mentioned project. The following is a list <br />of comments and concerns: <br /> <br />I. The proposed water service for Lot I is currently located on Lot 2. The applicant should <br />consider relocating the service within Lot I. If the service is to remain in Lot 2, the <br />applicant must secure an easement. <br />2. The proposed pond is located within Lot 2. An easement will be required over the pond. <br />An easement will also be required over the storm sewer outlet pipe. <br />3. The site plan and drainage plan do not match. There are discrepancies on the plans with <br />regards to building and driveway locations. Which is the correct plan? <br />4. The applicant should review his landscape plan. The current plan proposes trees and <br />shrubbery to be planted above proposed utilities. There are also trees proposed to be <br />planted within the pond. The landscaping plan should be reviewed by the City's forester. <br />5. The City standard is to place sidewalk one foot from the property line. The sidewalk <br />proposed for RoselaWll A venue does not meet this requirement. The applicant should <br />construct the sidewalk to City standards. <br />6. The proposal calls for two accesses to Lexington Avenue. The traffic study performed by <br />SEH indicates that the northern entrance would be little used. For this reason, the <br />northern entrance should be eliminated. <br />7. Ultimate plans call for a 99-foot corridor for Lexington Avenue. An additional 16.5 feet <br />of right-of-way will be required as part ofthis plat. The proposed plat currently includes <br />the additional 16.5 feet. <br />8. For the proposed pond, the side slopes must be 5 to I or less. <br /> <br />8 <br />
