<br />Avenue. The site plan indicates that 32 parking spaces will be provided in addition to the <br />spaces at the pump island. The code requires 4 spaces plus one space per 150 square feet <br />offloor space devoted to retail sales. In this case, this would require 34 spaces with an <br />additional 8-16 being required for the future expansion, depending on what the use of that <br />space would be. The parking along the north edge of the site, adjacent to Roselawn <br />Avenue, has a 10 foot setback. City Code requires a 15 foot setback. A 5 foot variance <br />would be required as the site is currently designed. All other setbacks are met. <br /> <br />The site plan shows a location of a pylon sign which appears to meet City setback <br />requirements. The design and size of this sign, as well as any wall signage, will be <br />reviewed at the time a sign permit application is reviewed to insure that it meets City sign <br />ordinance requirements. <br /> <br />The landscape plan emphasizes perimeter landscaping. Fifteen (15) Black Hills Spruce are <br />included along the east property line. Seven (7) maple trees, together with 35 juniper are <br />shown along the south property line. Additional low shrubs are shown along Lexington <br />Avenue and around the pylon sign in the northwest corner of the site, adjacent to the <br />pylon sign. <br /> <br />The plans were reviewed against the City's design standards and the following was <br />determined: <br /> <br />a. Exterior materials meet the design standards. <br />b. The 5% interior landscaping would not be met. However, because of the nature of <br />the required site design for a gas station, this standard would not apply. <br />c. No detail has been provided concerning whether or not there will be rooftop <br />and/or on-site mechanical equipment and whether or not it will be screened. <br />d. Sufficient screening is provided adjacent to abutting residential properties. The <br />exact design of the 6 foot high screen fence is not shown. <br />e. Loading and service areas are adequately screened. <br />f. No detail is provided regarding how trash will be handled; it is unclear if this <br />standard is met. <br />g. A lighting plan has not been submitted; no details are available on light size or <br />impact. <br />h. The landscaping is adequate with the exception that the height of the Black Hills <br />Spruce has not been specified. A minimum of 6 feet high is required by the Code. <br />The site also does not provide front yard screening adjacent to the streets. <br /> <br />Section 1005.09 details specific standards for automobile service stations. The following <br />comments reference the 9 standards included in this section. <br /> <br />a. The site plan indicates that the entire surface, other than that taken up by the <br />structure, the ponding area, and landscape area, will be surfaced with asphalt with <br />concrete curb and gutter surrounding and defining the parking lot. <br />b. The drainage system has been reviewed by the Engineering Department and a <br />number of questions need to be answered. These questions can be resolved <br />through the building permit process. <br />c.
