1123 Autumn Street, Roseville, MN 55113

March 1, 1996

Michael Falk
City Planner
2660 Civic Center Drive
Roseville, MN 55113

Dear Mr. Falk,

My husband and I have been Roseville residents for the past five years and in that time
have been consistently impressed with the quality of life in our community. We have
enjoyed making this city home for ourselves and our infant son. Recently, a letter arrived
notifying us of a proposed development near our home, which has caused us a great
deal of concern.

The Kath Companies are interested in building a gas stationl convenience store at the
corner of Lexington and Roselawn Avenues. Since our home is quite close to this
location, we are opposed to any developments of this nature for the following reasons:

1) Traffic.

The intersection of Lexington and Roselawn is, as you know, cornered by non-
residential properties. The volume of traffic at the oil-change, hardware, realty and
service station locations is rather light, and can be reasonably accommodated by the size
of the surrounding streets and light-monitored intersection. But it is important to note that
traffic on Lexington Avenue during rush hour periods is heavy enough to make access
from residential streets quite difficult. Our feeling is that adding to the congestion at that
intersection will make access to Lexington Avenue from Autumn Street nearly impossible.
We are concerned that there will be eventual widening of the intersection and the cross
streets as a result of this construction.

2) Pollution.

Our main concerns in this area are light and noise pollution. From our back yard
there is a very clear view of the intersection, the stoplight. and the signs for the hardware
store and ReMax office. We have already been disturbed by the amount of light from the
ReM ax sign at night, and are very upset at the prospect of more light coming from a late-
night gas station. Because the current businesses at the intersection are not open in the
evening, we do not have problems with noise at this time, but again are very concerned
with the possible disruption of a quiet and peaceful residential neighborhood.
