<br />Planning Commission Minutes <br />April 10, 1996 <br /> <br />6. PUBLIC HEARINGS: <br /> <br />(d) Plannine: File 2814: Stacey Jean Pittroffrequest for a conditional use permit to <br />operate a cosmetology business rrom her home at 1655 Stanbridge Avenue. <br /> <br />Chairperson Keith Wietecki opened the public hearing and requested the staff report rrom <br />Dennis Welsch. <br /> <br />Dennis Welsch provided a background report and video tape regarding the request by Ms. <br />Pittroff to open a one chair cosmetology business within her home. The conditional use <br />permit is necessary to operate a beauty salon within the home. Richard Carlson, the <br />attorney representing Stacey Pittroff stated that Ms. Pittroff was a recent graduate rrom <br />the cosmetology school and she hopes to gain experience rrom the home. Services will be <br />limited to facials, manicures, scalp massages and treatments. There is no marketing plan <br />and she will accept the City's stipulation of hours of operation. <br /> <br />Gloria Timison, 1643 Stanbridge Avenue, asked ifthere would be a sign in rront of the <br />house. The attorney for Ms. Pittroff stated that there would be no sign outside the <br />structure. <br /> <br />Robert Corbin, 1644 Stanbridge Avenue, asked for clarification regarding incidental sales, <br />hours of operation, annual review of the conditional use permit, complaints and where to <br />register them, and past experience. Chairman Wietecki explained that appropriate <br />conditions would be attached to limit the hours and vehicles. <br /> <br />Rick Jopke explained the method of addressing complaints. Dennis Welsch explained the <br />definition of incidental sales. <br /> <br />Gloria Timison, 1643 Stanbridge Avenue, stated that she did not object to the <br />cosmetology business because there is a day care operation, a music teacher, and others in <br />the neighborhood and there have been no problems. She objected to the signage in the <br />yard. She also stated that cosmetology should be by appointment only. <br /> <br />Chairman Keith Wietecki closed the public hearing. <br /> <br />A general discussion ensued regarding the hours of operation. Member Cunningham <br />suggested that the hours be regulated as 9:00 a.m. - 7:00 p.m., Monday through Saturday. <br /> <br />MOTION: Member Wietecki, moved, seconded by Member Cunningham to recommend <br />approval of Stacey Jean PittrofI's request for a conditional use permit request to operate a <br />cosmetology business rrom her home at 1655 Stanbridge Avenue and to approve the draft <br />resolution with the following corrections: <br /> <br />1. The hours of operation shall be 9:00 a.m. - 7:00 p.m., Monday through Saturday. <br /> <br />3 <br />
