Baclmround: Stacey Jean Pittroffis proposing to operate a one chair cosmetology salon in her home at 1655 Stanbridge Avenue. The property under consideration is zoned R-1 Single Family and is located on the north side of Stanbridge Avenue across the drainage creek ftom the Eagle Crest Senior residential housing project. The Roseville Zoning Ordinance indicates that beauty parlors with one operator and which see customers by appointment only are uses allowed by conditional use permit in the R-l zoning district. Conditional uses are defined in the City Code as a class of uses which are deemed desirable for the public welfare within a given district or districts but which are potentially incompatible with the typical use permitted within such classifications. When reviewing an application for a conditional use permit, the Planning Commission and City Council should consider the following criteria: 1. Impact on traffic. 2. Impact on parks, streets, and other public utilities. 3. Compatibility of the site plan, internal traffic circulation, landscaping, and structures with contiguous properties. 4. Impact of the use on the market value of contiguous properties. 5. Impact on the general public health, safety, and welfare. 6. Compatibility with the City's Comprehensive Plan.
