The property under consideration is zoned R-1 Single Family and is located <br />on the north side of Stanbridge Avenue across the drainage creek ftom the Eagle Crest Senior <br />residential housing project. The Roseville Zoning Ordinance indicates that beauty parlors with <br />one operator and which see customers by appointment only are uses allowed by conditional use <br />permit in the R-l zoning district. <br /> <br />Conditional uses are defined in the City Code as a class of uses which are deemed desirable for <br />the public welfare within a given district or districts but which are potentially incompatible with <br />the typical use permitted within such classifications. When reviewing an application for a <br />conditional use permit, the Planning Commission and City Council should consider the following <br />criteria: <br /> <br />1. Impact on traffic. <br />2. Impact on parks, streets, and other public utilities. <br />3. Compatibility of the site plan, internal traffic circulation, landscaping, and structures with <br />contiguous properties. <br />4. Impact of the use on the market value of contiguous properties. <br />5. Impact on the general public health, safety, and welfare. <br />6.
