Stacey Jean Pittroff is proposing to operate a one chair cosmetology salon in her home at <br />1655 Stanbridge Avenue. The property under consideration is zoned R-1 Single Family <br />and is located on the north side of Stanbridge Avenue across the drainage creek from the <br />Eagle Crest Senior residential housing project. The Roseville Zoning Ordinance indicates <br />that beauty parlors with one operator and which see customers by appointment only are <br />uses allowed by conditional use permit in the R-1 zoning district. <br /> <br />2. Conditional uses are defined in the City Code as a class of uses which are deemed <br />desirable for the public welfare within a given district or districts but which are potentially <br />incompatible with the typical use permitted within such classifications. When reviewing an <br />application for a conditional use permit, the Planning Commission and City Council should <br />consider the following criteria: <br /> <br />a. Impact on traffic. <br />b. Impact on parks, streets, and other public utilities. <br />c. Compatibility of the site plan, internal traffic circulation, landscaping, and <br />structures with contiguous properties. <br />d. Impact of the use on the market value of contiguous properties. <br />e. Impact on the general public health, safety, and welfare. <br />f Compatibility with the City's Comprehensive Plan. <br /> <br />3. Ms. Pittroff's proposal is to operate a cosmetology salon in her home at 1655 Stanbridge <br />Avenue. The driveway is deep enough and wide enough to hold four cars. <br /> <br />4. City ordinances indicate that beauty parlors with one operator, which see customers by <br />appointment only are uses allowed by conditional use permit in the R-1 Zoning District. <br />The ordinance also indicates that beauty shops must meet the restrictions outlined in the <br />home occupation section of the code which limits the home occupation to one room in the <br />principal dwelling, prohibits the employment of any persons not residing in the residence, <br />and prohibits retail or wholesale product sales on site. The ordinance also states that the <br />Council may approve the equipment used. Ms. Pittroffhas indicated that she will abide by <br />all the ordinance requirements. <br /> <br />1 <br />
