The Ramsey County Department of Public Health, Division of Solid Waste is requesting <br />an extension of its interim use permit to operate a seasonal collection site for household <br />hazardous waste at their site on Kent Street, north of Larpenteur Avenue and east of Dale <br />Street. The Roseville City Council granted an initial interim use permit for this site in <br />1992. The two year permit was renewed in 1994 and will expire June 28, 1996. <br /> <br />2. Under State law, metropolitan counties are required to provide for collection of <br />household hazardous waste. Ramsey County has provided these services through a <br />contract with Dynex Industries. Dynex operates a year-round household hazardous waste <br />collection facility in Moundsview and four seasonal satellite facilities during April <br />through October, including the Roseville site. <br /> <br />3. When the Roseville City Council approved the extension of the interim use permit in <br />1994, they did so with the following conditions: <br /> <br />a. The interim use permit be extended for two years with Ramsey County reporting <br />to the City on usage, spills, and operations within the two year period. <br /> <br />b. Work with City staff to prepare bi-annual review/monitoring and inspection of the <br />area outside the concrete area. <br /> <br />c. If changes occur in the operator, operations, or uses, they must be reviewed and <br />approved by the City. <br /> <br />d. The site must be monitored and maintained during the entire year and the existing <br />interim use conditions which have not been amended, still apply. <br /> <br />e. The signage is hereby approved, subject to staff approval with notations of a hot <br />
