<br />line for citizen call-ins when something unusual occurs. <br /> <br />4. With the attached letter, Ramsey County is requesting two changes related to the <br />hazardous household waste site. The fIrst relates to the length of time for the interim use <br />permit, the County is requesting a ten year interim use permit rather than the <br />previous two year permit. Secondly, the County is requesting some flexibility in the <br />time of the year they can operate the satellite sites. The current permit allows the County <br />to operate the site for up to 8 weeks during spring and fall. The modifIcation they are <br />requesting would provide the opportunity to allow site operations for up to 8 weeks <br />during spring, summer, and fall. They have indicated that the site would likely be open <br />no more than 8 weeks per calendar year. <br /> <br />5. The Planning Commission, at the May 8, 1996 meeting, recommended approval of <br />Ramsey County Department of Public Health, Division of Solid Waste's request for <br />an extension of an interim use permit to operate a seasonal collection site for <br />household hazardous waste for a period of five years and an extension to operate in <br />the summer months in accordance with the staff recommendations dated May 8, <br />1996. <br /> <br />Staff Recommendation: <br /> <br />1. The household hazardous waste collection satellite facility has been in operation in <br />Roseville for four years. City records indicate that during that time, no complaints have <br />been received by the City. This surface is an obvious benefIt for the citizens of Roseville <br />and the County at large. Given the need for this type of service and the County's <br />excellent track record in operation during the last four years, staff recommends approval <br />of the extension of the interim use permit to operate a seasonal collection site for <br />household hazardous waste at the County's site located at Kent Street, north of <br />Larpenteur Avenue and east of Dale Street. To provide scheduling flexibility, the <br />addition of the summer season to the collection period also does not pose a problem. The <br />length of time for the interim use permit is the only significant issue. In the past, the City <br />has granted two year interim use permits and the County is now proposing a ten year <br />interim use permit. Ten years may be a long period of time without the Commission and <br />City Council review, however, given the County's track record, a fIve year interim use <br />permit for this facility may be appropriate. <br /> <br />Council Action Requested: <br /> <br />1. Motion to approve, by resolution (draft attached), Ramsey County Department of Public <br />Health, Division of Solid Waste's request for an extension of their existing interim use <br />permit to operate a seasonal collection site for household hazardous waste at Kent Street, <br />one block north of Larpenteur Avenue and east of Dale Street, and approval of the <br />attached resolution with the following conditions: <br /> <br />2 <br />
