<br />DATE: 4-08-96 <br />ITEM NO: G-l <br /> <br />mment Approval: Manager Approved: Agenda Section: <br />Reports <br />Item Description: LAKE OWASSO NO-WAKE JOINT POWERS AND 150 <br />FOOT NO WAKE ZONE <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />Background <br /> <br />After adopting a new Comprehensive Plan (1994) and a new shoreline ordinance <br />(1995), an ordinance (fall, 1995) was proposed to make the no-wake zone on <br />Roseville lakes consistent with the 1994 City of Shoreview 150 foot no-wake <br />ordinance. It appeared that there was both a 300 foot and 150 foot no-wake setback <br />on Lake Owasso. A number of hearings were held in the fall with very little public <br />comment. The Council asked for further public hearings in 1996 at which time there <br />was considerable public comment (and confusion) over what was proposed by the <br />City of Roseville. <br /> <br />The 300 foot no-wake setback used in Roseville is no longer allowed by the <br />MnDNR, yet it was "grandfathered" - a more restrictive law in existence compared <br />to the most recent state no-wake regulations. The State now allows for a zero no- <br />wake, a 100 foot no-wake, or a 150 foot no-wake setback zone on the surface of <br />- the water. Changing the Roseville regulation (300 feet) would mean that the city <br />would have to comply with the less restrictive state regulations (150 feet or less). <br /> <br />The Council requested staff to assist in a neighborhood discussion of the no-wake <br />inconsistencies on Lake Owasso between the Cities of Shoreview and Roseville. <br />Complicating the issue was the incorrect rumor that a second slalom course was <br />being prepared for Lake Owasso. That neighborhood meeting was held on March 7, <br />1996 in the City Council Chambers. <br /> <br />As per the original Council direction, the staff also scheduled a public hearing for <br />the Council meeting on April 8, 1996 to discuss the possible joint powers and <br />ordinance amendments. <br /> <br />1 <br />
