<br />Dennis Welsch's Summary of Neighborhood Meeting: <br /> <br /> <br />The March 7th Neighborhood Meeting was constructive and dispelled some of the <br />rumors and misinformation that had been attached to this no-wake topic. I think it is <br />fair to say that there was general agreement (but not complete agreement) on the <br />following issues: <br /> <br />1) Adopt a 150 foot No-Wake Zone from the shoreline into the lake because <br />it can enhance the personal and boat safety by providing a common and standard <br />water surface use policy for enforcement purposes. Currently, because of the 300 <br />foot no wake zone in Roseville on some portions of south Lake Owasso, it is nearly <br />impossible to get out of the no-wake zone. (In order to become effective, a joint <br />powers agreement between the 2 cities is also necessary.) <br /> <br />3) A procedure should be established to provide lake neighborhood input <br />into decisions which affect the lake including the activity permits on the lake. This <br />could include requiring a public hearing before Council action on any lake surface <br />activity permit and perhaps more notification of what activities the Grass Lake <br />Water Management Organization is doing. <br /> <br /> <br />2) Work with Shoreview, MnDNR, and Sheriffs staff to see that only one <br />slalom course (existing course) should be allowed on Lake Owasso. <br /> <br />4) The Roseville residents felt that further discussion regarding the <br />improvement of the environmental quality of the lake and the watershed should <br />occur (perhaps through the Grass Lake Water Management Group). <br /> <br />2 <br /> <br /> <br />5) Some Roseville residents attending the meeting were surprised that so <br />many Shoreview residents attended and contributed to the discussion. At public <br />hearings there may be need to recognize Roseville residents first so that they can <br />have:some "upfront" communication with their elected officials. <br /> <br />6) Some Roseville residents asked for a no-wake or speed zone on the south <br />portion of the lake, beyond the "narrows" in the lake, to allow for slower boat, <br />canoeing, and fishing activities. <br /> <br />7) Some residents asked for more regulation on swimming rafts anchored in <br />the lake. At times they are a boating hazard. A permit is required from DNR, but no <br />
