You are now using a document called "Project Review Checklist". I think that is an excellent idea. The third category of actions taken is entitled: "Date of letter notifying the application (sic) that the application was incomplete and not accepted, with the reasons listed. " This date must be within ten days of the initial application. Minn. Stat. ~15.99, Subd. 3. Applications and Extensions, provides as follows: " if an agency receives a written request that does not contain all of the required information, the 60-day limit starts over only if the agency sends a notice within 10 business days of receipt of the request, telling the requestor what information is missing." Thus, in your form the "so-called date of letter" date must be within 10 days of the initial application.
