In 1992, the City approved a division of a lot for Virginia <br />Tschida with which a portion of the property was sold to Cave and Associates which, in 1993, <br />was platted into four lots ftonting on Western Avenue. During the 1992 consideration of the lot <br />division, the City's planning consultant prepared a concept plan for the Tschida property <br />showing access to the interior property by a cul-de-sac extending west ftom the existing <br />Farrington Street. Right-of-way from Farrington street to the Tschida property currently exists <br />and is being used as the access to the proposed Tschida plat. <br /> <br />1 <br /> <br /> <br />Development Summary: <br /> <br />The property under consideration is legally described as outlot A of Tschida's Owasso Hills plat / <br />No.3, excluding Block 1 of Cave's Owasso Hills, Ramsey County, Minnesota. It is 2.54 acres in <br />size and is zoned R-l Single Family residential. The property is guided for low density <br />residential development in the City's Comprehensive Land Use Guide Plan. <br /> <br />The preliminary plat proposed by the Tschida family consists of 8 single family lots on the 2.54 <br />acres, creating an overall density of 3 .15 units per acre. Two of the lots ftont on South Owasso <br />Boulevard and six lots take their access from the proposed Stanbridge Circle cul-de-sac <br />connecting into Farrington Street. All 8 of the lots are sized in excess of the 11,000 sq. ft. <br />minimum lot size for interior lots, however, as a part of the pre11minary plat application, the <br />applicants are seeking a variance to the lot standard requiring an 85 foot width at the established <br />building setback line for four of the lots ftonting on the cul-de-sac. For this plat, they are seeking <br />an 80 foot minimum width at the setback for these lots which still provides adequate room to <br />construct a single family home without requiring side yard setback variances. <br />
