Having only received the staff report for this <br />project on Monday, we have not had an opportunity for our consultants to study the materials. <br />However, in reviewing the materials submitted and other items received from the City, it appears <br />that there are a significant number of material, unanswered questions with respect to the Midwest <br />site and the overall Twin Lakes project development plan which need substantially more <br />research before a decision can or should be made for any development at Midwest Motor <br />Express or other remaining sites to be redeveloped in Twin Lakes. <br /> <br />As you may know, Centre Pointe was a previously blighted redevelopment area which is the first <br />multi-phased and initially the largest (60 acres) redevelopment project in Roseville. It originally <br />consisted of 24 home sites, the Garrett Motor Freight trucking tenninal, a gas station, and other <br />parcels. Some the parcels were polluted, many were blighted, and were the source of a variety of <br />nuisances to the City. When we undertook the process, the City requested that all of the <br />properties be acquired at once. Due to the acreage involved with our proposed development, <br />extensive environmental feasibility studies were undertaken related to the impact of the overall <br />development on other area property owners. These included the completion of environmental <br />assessment worksheets, including extensive air quality, noise, traffic studies and analysis and <br />Rice Creek Watershed District, MnDot, Ramsey County, and Environmental Quality Board <br />(Indirect Source Pennit) approvals were sought and obtained for the entire project. <br /> <br />As the City proceeded to explore the development of Twin Lakes in 1988, a study was <br />undertaken on behalf of various Twin Lakes property owners by Northwest Associated <br />Consultants, Inc. (Northwest). On June 22, 1988, Northwest issued a report (copy attached) <br />outlining a variety of material issues with respect to the then conceived concept for the Twin <br />Lakes development including, but not limited to, the exact nature and timing of the development <br />plan and the multitude of issues conceming its financial feasibility and the impact on the area <br />property owners. While some of the market conditions referred to in the report have changed <br />since the date of the report, as the ninth largest property taxpayer in the City and a major <br />adjacent property owner, we are unaware of, nor have we been notified of any public hearings <br />and conclusive studies which have been undertaken resolving these important issues, nor the <br />existence of any detailed site development plans have been submitted by a developer or the <br />City committing to a definitive development site plan for the 200+ acres. In addition to such <br />plans, we believe the under1ying assumptions associated therewith need to be clear1y spelled <br /> <br />~ <br />
