<br />I <br /> <br />Mr. Keith Wietecki <br />Page Two <br />March 8, 1996 <br /> <br />out for the Citizens and taxpayers of Roseville in order to more clearly assess the propriety and <br />feasibility of the entire project, its assumptions and its impact on area property owners and <br />taxpayers. <br /> <br />The Northwest report was followed up by a memorandum by Craig Waldron to Jim Andre dated <br />September 15, 1988 (copy attached) which further highlights the lack of financial viability of Twin <br />Lakes. To date, we are unaware of any follow up studies which have been conducted and <br />presented to all of the area property owners and the citizens of Roseville which address and <br />clearly assess the impact of these redevelopment efforts may have on them, the underlying <br />assumptions associated including financial feasibility and funding sources for all of the <br />redevelopment costs associated therewith. <br /> <br />If there have been additional studies conducted and completed for the area, we would like the <br />opportunity to have our consultants review and comment on them and their impact on Centre <br />Pointe and all surrounding properties. In addition, we believe that the final plans for all of Twin <br />Lakes, once approved by the City and area property owners be submitted to the other <br />appropriate regulatory bodies prior to the commencement of any further development. By <br />utilizing this approach, all issues concerning feasibility area impact and the propriety of all of the <br />underlying assumptions may be set forth to the greater public at large, thereby avoiding the <br />substantial risks which are inherent in the piecemeal approach which has been undertaken to <br />date. Moreover, it only seems reasonable, fair, and prudent, that given the enormous <br />investment which we have made in Centre Pointe be protected and that the same, or <br />conceivably higher, standards be applied to Twin Lakes, given that the magnitude of the project <br />of some 200+ acres and the beautiful park and Langton Lakes area abutting the property, as <br />compared with 60 acres for Centre Pointe which abuts 1-35W. <br /> <br />While the staff report for the Midwest Motor Express site plan indicates that the City's consultant, <br />BRW, is attempting to seek approval for a relocated northbound 1-35W on/off ramp, we have not <br />been contacted concerning any such proposed design concepts, any input concerning the <br />proposed plan nor have we been given. any information concerning the underlying assumptions <br />concerning the necessity of such a proposal and how such project would be funded or affect the <br />development of the Centre Pointe project either in its location, appearance, impact on traffic <br />flow, impact on water table levels from proposed drainage plans for Twin Lakes, etc. <br /> <br />While we understand that Ryan has entered into a Development Agreement for the Midwest site, <br />and may own the property, the City has committed to reimburse Ryan for all of the site <br />acquisition, clean up, grading, landscaping, paving and other associated site costs including real <br />estate taxes through the year 1999 which constitutes a multi-million dollar commitment of the <br />City. Moreover, the agreement provides that, subject to a variety of contingencies not the least <br />of which is securing tenants, Ryan has at least until January 1, 1998 to commence construction <br />on the property. Thus, the approved development agreement should in no way constitute reason <br />for continuing to proceed with a piecemeal development approach for this 200 acre <br />development, rather than completing and following a comprehensive, clearly defined overall site <br />plan along with a thoroughly investigated study of all of the issues conceming the entire Twin <br />Lakes project's overall feasibility, impact on the area and the community. Proceeding today on a <br />piecemeal approach, not only sets only a minimal standard, at best, it leaves no room for <br />correcting the mistake if development is allowed to continue without a thorough understanding of <br />all of the issues, obstacles, costs and related impact of the many unanswered questions <br />associated with Twin Lakes. <br /> <br />~ <br />
