Also, not surprising due to the <br />influence of the Rosedale Shopping Center, there is recent <br />introduction of convenience type shoppers goods along the highly <br />traveled Snelling Avenue. Internally, there is some transition <br />of activity due to business departures and failures. These, <br />however, are seen as sporadic and scattered which may in fact <br />represent opportunities and potentials which mayor may not have <br />been considered by the City. <br /> <br />In general termS the area is highly active with viable businesses <br />and apparently good occupancy rates. The Shelard Group, for <br />example, indicates that their four industrial buildings located <br />on Terrace Drive off of Fairview are fully occupied and <br />experience a positive investment return. (3% - 4% vacancy rate). <br />Simultaneously the area is acknowledged to have problems. <br />Access and circulation problems are suggesting the need for an <br />improved County Road C interchange with 1-35. Also while <br />buildings and structures for the most part appear sound, property <br />maintenance and upgrading needs attention. There is also a need <br />for reuse of vacant buildings and the remaining limited vacant <br />sites. <br /> <br />In summary, the.Twin Lakes Area is rightfully in need of City <br />attention to insure its health and vitality is maintained and in <br />fact enhanced. As such, there should be support for a planning <br />program which works towards the area's improvements. This will <br />benefit the City as a whole as well as the property owners and <br />tenants of the Study Area. The concern which exists, however, is <br />whether the present proposed plan meets the area's needs and <br />improvements in a realistic, practical and beneficial manner. <br /> <br />Truckinq Industry Impact <br /> <br />Area Development: <br /> <br />The area north and south of University Avenue, that stretches <br />from the Minneapolis/St. Paul City limits east to Snelling <br />Avenue, is referred to as the "Midway Area".. This was the main <br />center for the trucking industry for many years. The "Midway <br />Area" was, and still is an ideal location for trucking terminals <br />and other related industries. It is serviced by railroads, and <br />the main transportation links in and out of the region including <br />Interstate 94, University Avenue, and Highway 280 to Interstate <br />35W. It is also close to the St. paul and Minneapolis downtown <br />areas. This area however became saturated with development, and <br />as large, vacant, industrial sites were no longer available, <br />alternative sites were needed for industrial development and the <br />trucking industry. Moving just north of the Midway, into <br />Rosevi11e, was a logical choice. Roseville fit all of the needs <br />required by the trucking business which included large parcels <br />of vacant land, easy access from major transportation routes and <br />railroad service.
