Development Summary:

1) LAND USE: The proposed use is consistent with both the zoning code and
Comprehensive Plan. The property under consideration is zoned 1-2, General Industrial
District; office/warehouse uses are permitted. The site is designated for
industriallbusiness park development in the City's Comprehensive Land Use Guide Plan;
office/warehouse use is consistent with the designation in the Comprehensive Plan. The
site is also part of the Twin Lakes Redevelopment Area. The proposed use is also
consistent with the Twin Lakes Redevelopment plan.

2) PROPOSED BUILDING: Ryan Companies is proposing to construct a 100,000 to
105,000 square foot single story office/warehouse on the site. The building will be a U-
shaped building with the loading docks on the inside of the building so that the loading
function (and additional temporary/over flow car parking) is screened from view from the
adjacent public streets. There will be considerable evergreen and deciduous landscaping
provided around the perimeter of the site and foundation planting adjacent to the
building. There will be limited internal green space within the parking areas because the
single parking bay design reduces landscaping opportunities. The development on this
site is intended to set a standard for additional development in the area. Exterior
materials will be masonry (rockface block) and glass with metal entry canopies.

3) PREVIOUS COMMITMENTS: Ryan Companies is obligated by development
agreement with the City to provide 105,000 square feet of office/warehouse on the site.

4) BUILDINGIP ARKING REALIGNMENT: Ryan Companies has developed an alternative
site plan which shifts the building and eliminates two parking bays to provide the "1-2"
zone's required 40 foot parking setbacks along Twin Lakes Parkway, Mount Ridge Road,
and Cleveland Avenue. This alternative requires no variances or other City actions.

City Code Requirements:

The City Code, Section 1008.05 states: The City shall consider the proposed PUD from the point
of view of all standards and purposes of the Comprehensive Land Use Plan to achieve a
maximum coordination between the proposed development and the surrounding uses, the
conservation of woodlands and wetlands, the protection of health, safety and welfare of the
community and residents of the PUD. To these ends, the City Council shall consider the location
of the buildings, compatibility, parking areas and other features with respect to the topography of
the area and existing natural features such as streams and large trees; the efficiency, adequacy
and safety of the proposed layout of internal streets and driveways; the adequacy and location of
green areas; the adequacy, location and screening of parking areas; and such other matters as the
City Council may find to have a material bearing upon the stated standards and objectives of the
Comprehensive Land Use Plan.

2
