The land uses in the area are generally compatible and <br />complementary in nature. They result in this area <br />being a major focal point for the trucking industry. <br /> <br />5. The principle structures existing in the area appear <br />to be structurally sound, and in no need of renovation. <br /> <br />Based on land use and structural use, the application of a <br />redevelopment project designation to this location appears to be <br />a marginal argument. For this reason, we also do not feel that <br />the 15 year term for bonding is accurate, and that only a 10 year <br />bonding period for economic development is a more realistic Z~ <br />expectation. If this conclusion proves to be the actual case'-1 ~~ <br />the amount of TLF monies collected in 10 years will not be J' <br />sufficient to cover the limited costs already identified. This <br />situation again makes suspect the feasibility and resulting <br />advisability of the plan. At the very least a more solid <br />determination of the plan implementation should be made prior to <br />its consideration for formal adoption. <br /> <br />LEGAL IMPLICATIONS: <br /> <br />While not :pecifically addressed, the position has been taken <br />that there 1S no set time period over which the plan will be <br />realized, nor is there an intent to force any existing uses out <br />of the area. procedurally however, being established as part of <br />the Roseville Comprehensive Plan, the Redevelopment plan carries <br />significant impact and mandates zoning change. State statues <br />specify: <br /> <br />473.865 IMPLEMENTATION OF PLANS. <br /> <br />Subdivision 1. Each local governmental unit shall adopt official <br />controls as described in its adopted comprehensive plan and shall <br />submit copies of the official controls to the council within 30 <br />days following thereof, for information purposes only. <br /> <br />Subd. 2. A local governmental unit shall not adopt any official <br />control or fiscal device which is in conflict with it5 <br />comprehensive plan or which permits activity in conflict with <br />metropolitan system plans. <br /> <br />Subd. 3.
