<br />In addition to the enclosed application for a Planned Unit Development (PUD), the following <br />narrative is given as additional documentation for the need for such an application. This <br />narrative will also establish design standards for the PUD. It is the intent of the City of <br />Roseville and Ryan Construction Company that the standards established as part of this PUD <br />will be applicable to future phases of development in the Twin Lakes redevelopment area. <br /> <br />PURPOSE FOR PUD <br /> <br />According to the Development Review Procedures Manual (1995) for the City of Roseville, the <br />City Council may authorize rezonings to PUD anywhere within the City. Further, the Manual <br />states that ''whereas the approval of a rezoning under other circumstances requires a fmding of <br />either a mistake in the original zoning, or changed conditions, a rezoning to PUD can be <br />approved upon a finding that it provides for opportunities or advantages beyond those available <br />through conventional zoning". We believe the following narrative demonstrates that such <br />opportunities and advantages exist, and that a PUD designation for the property is warranted. <br /> <br />1). Granting the PUD designation will not be detrimental to the public health, safety, and <br />welfare. The property is located in a redevelopment area surrounded by commercial uses, not <br />near any residential areas. Also, the proposed office and service uses of the property do not <br />create any safety issues for neighboring businesses, but instead serve to complement these nearby <br />commercial properties. <br /> <br />2). The site was originally developed in the 1940s as a truck terminal with offices and a truck <br />storage area. Because of the length of time since the site was developed, the existing buildings <br />are badly in need of renovation and repair. The PUD will remove these buildings and replace <br />them with a new office-showroom complex. <br /> <br />3). The existing use of the property has created design and environmental issues which will <br />be addressed through a PUD. Currently, there is a great deal of paved surface which has caused <br />drainage problems for the property. This has created areas of standing water on the property. <br />An on-site temporary pond will be provided to be used while the City of Roseville develops it <br />regional ponding system for this area. In the unlikely event that a regional pond cannot be <br />acquired, the applicant will provided a permanent on-site pond. <br /> <br />4). The proposed site (phase 4) is within the Twin Lakes Redevelopment District. The City <br />ofRoseville and Ryan Construction Company have worked to together over the past five (5) <br />years to redevelop these sites. This PUD will establish the standards for the proposed site and <br />new sites as they are redeveloped. The goals for the redevelopment process include: 1. <br />increasing the lot coverage in the case of the proposed site. In the case of the proposed site, lot <br />coverage will be increased from 12% to 36% for the new proposed building. 2. Upgrade the <br />existing properties through higher quality materials, increased landscaping, and unique <br />architectural designs. 3.
