Mike BauerlKent Carlson
April I, 1996
Page 2

4. The storm sewer and drainage of the site was discussed at length. The City, in general does
not want individual ponds on each site. We pointed out that we are not planning a pond on
this site as is evident from the site plan. Preliminary stonn sewer calculations by RLK
indicate a 30" storm sewer will be needed to drain this site. From checking the site survey
we find only an existing 15" storm sewer in the south-west comer of the site which does
not have adequate capacity to handle the new Ryan development. This 15" runs westerly
under Cleveland Avenue and discharges into the Mn/DOT ponds west of Cleveland
Avenue and east ofI-35W. Cleveland Avenue is under jurisdiction of Ramsey County and
is scheduled to be overlaid with bituminous pavement this year. Mr. Kennedy
recommended that we meet with Mn/DOT to inquire if additional stormwater can be
directed toward the existing pond with a new larger pipe under Cleveland Avenue. Mr.
Kennedy pointed out that he is not planning a new larger storm sewer in Twin Lakes
Parkway to handle the Ryan site since the roadway will be built in stages, and he is pot. IfMn/DOT is
unable to accept any additional runoff to their pond, we see the following possible
scenarios for handling the stormwater issue:

A. The City expands the Mn/DO! ponds.
B. Ryan expands the Mn/DOT ponds.

\
\

C. A pond is built on the Ryan site. This may also possibly be accomplished with
a swale along the south side of the site which will delete some parking spaces.

~
~
\
\

Please call me if you have any questions or comments, and let me know if you want us to meet with
Mn/DOT today in order to maintain schedule.

cc.
