<br />The Honorable Mayor and City Council Members <br />September 5, 1996 <br />Page 2 <br /> <br />this omission, the Watershed District did issue a "stop work order" to Ryan Construction <br />Company on Wednesday, August 28th. Ryan Construction Company did stop work on the <br />project August 29th and 30th. We have since been able to meet the immediate concerns of the <br />Rice Creek Watershed District and construction began again on Tuesday, September 3rd. <br /> <br />Ryan Construction Company and our consultants have met with the Rice Creek Watershed <br />District on several occasions during the week of August 26th. During these meetings we have <br />been able to identify several alternatives that will ultimately meet the design criteria and <br />concerns of the Rice Creek Watershed District. These alternatives briefly include the following. <br /> <br />Alternative 1 involves the City of Roseville completing plans for the ultimate construction of an <br />off-site regional pond to serve the western portion of the Twin Lakes area. <br /> <br />Alternative 2 involves the construction of a stonnwater pond utilizing the southern portion of the <br />Phase IV site in conjunction with the existing Iona Lane right-of-way. This would involve the <br />City of Roseville vacating the right-of-way and creating a drainage and utility easement to <br />accommodate the stomi.water pond. <br /> <br />Alternative 3 is construction of a stonnwater pond using exclusively the southern portion of the <br />Phase IV property site. This alternative is the least desirable to all parties involved because the <br />design would be unsightly and the construction costs would be expensive. <br /> <br />We are on the Rice Creek Watershed District agenda for September 11th to receive the <br />appropriate permit for the Twin Lakes - Phase IV project. We have met with the Watershed <br />District Staff and believe all concerns have been addressed in order to receive favorable approval <br />by the Watershed District at its September 11th meeting. We sincerely apologize to both the <br />Watershed District and the City of Roseville for not obtaining this necessary permit prior to the <br />construction of the Phase IV building. However once we discovered this problem, Ryan <br />Construction Company moved quickly to remedy the situation. <br /> <br />I trust this letter addresses any questions the City Council may have regarding this matter.
