<br />4. Mount Ridge Road is an unimproved right of way which may not be necessary in the <br />future. There are alternative design options available to provide access for future <br />development sites in the area. <br /> <br />WHEREAS, the Roseville City Council has found that the variance is necessary to provide the <br />City with the most flexibility of design of future roads and pedestrian amenities as outlined in the City's <br />Comprehensive Plan and the Twin Lakes Redevelopment Plan; and <br /> <br />WHEREAS, the Roseville City Council has found that the Mount Ridge Road right-of-way is <br />currently unimproved and may not be necessary in the future. There are alternate design options <br />available to provide access to future development in the area. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City of <br />Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a 40 foot variance to the parking <br />setback requirements in the 1-2 zoning district as stated in Section 1007.01Al is approved subject to the <br />following variance conditions: <br /> <br />I) The developer provide the city with right-of-way and easements necessary along Iona Lane for <br />future roadway, utility, entry signs, street trees consistent with the Twin Lakes Parkway Design <br />Standards; and the City Street Tree Master Plan Policy, pedestrian pathways, and other <br />pedestrian amenities for the entire site. <br /> <br />2) The developer and the City enter into an agreement which allows the developer to use portions <br />of the unimproved right-of-way of Mount Ridge and Iona Lane for temporary ponding and <br />landscaping purposes. <br /> <br />3) The developer and the City enter into a separate assessment agreement which requires the <br />developer to pay for any additional land acquisition costs incurred by the City along the Ryan <br />project frontage on Iona, should the City decide to construct Mount Ridge Road in the future. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor: <br />and the following voted against the same: <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br /> <br />STATE OF MINNESOTA) <br />) SS <br />COUNTY OF RAMSEY ) <br /> <br />I, the undersigned, being the duly qualified City Manager of the City of Roseville, County of Ramsey, <br />State of Minnesota, do hereby certify that I have carefully compared the attached and foregoing extract <br />of minutes of a regular meeting of said City Council held on the 25th day of June, 1996, with the <br />original thereof on file in my office. <br /> <br />WITNESS MY HAND officially as such Manager this 25th day of June, 1996. <br /> <br />Steven R.
