Summary of Discussions with MnDOT

1) Doug Differt summarized his discussions with MoDOT staff regarding the current
interchange between I-35W and Cleveland Avenue/County Road C and proposed alterations
to the interchange.

2) Based on those discussions we have learned that MoDOT does not have any objection
to reconfiguring the interchange provided that the new interchange meets all necessary design
criteria. MoDOT staff indicated that the department would not be willing to participate in the
funding of any reconstruction of the interchange at this time.

3) Although MnDOT staff have indicated that they will not participate in funding, we
feel that an effort could be made to entice MoDOT into participating in the proposed
improvements by improving the safety and efficiency of the interchange and thereby creating
a project that is desirable to MnDOT as well as improving access to Twin Lakes. This effort
to "sell" the project would require additional geometric design of the proposed interchange
improvements and a detailed traffic engineering analysis for MnDOT to review.

II. Evaluation of Interchange with I-35W

1) The existing interchange includes a direct loop from I-35W northbound to County
Road C westbound. Traffic exiting the freeway and desiring to travel eastbound on County
Road C enters Cleveland A venue through a signalized intersection, travels south 600 feet on
Cleveland Avenue and makes a left turn at the signalized intersection with County Road C.
County Road C traffic desiring to travel northbound on I-35W must access the freeway via the
intersection on Cleveland A venue.
