<br />Work Session Agenda Item 4-A <br /> <br />REQUEST FOR COUNCIL DISCUSSIONIDIRECTION <br /> <br />DATE: 6/17/96 <br />ITEM NO: <br /> <br /> <br />Manager Approved: <br /> <br />Agenda Section: <br /> <br />TWIN LAKES PARKWAY and REGIONAL PONDS- <br />BACKGROUND PLANNING PERSPECTIVE <br /> <br />Bacqround <br /> <br />The Twin Lakes Redevelopment Area, as a whole, has excellent access to the regional highway <br />system. via Cleveland Avenue onto I35W and Snelling Avenue to Highway 36 or 1694. County <br />Road C, on the south, is a major collector roadway providing access both to the major highways <br />at either end of the study area, as well as other areas in the City to the east and west. Fairview <br />Avenue connects the study area to the Rosedale area to the south. <br /> <br />One of the findings of the study of the Twin Lakes area in the late 80's was that while the area as <br />a whole has good access, individual parcels had potential access problem which would limit the <br />redevelopment potential on the sites. Many of these parcels are large parcels under one <br />ownership with little secondary roadway system access to serve them. They are more difficult to <br />redevelop for any uses requiring greater access and visibility. <br /> <br />An important part of the Twin Lakes Redevelopment Plan is the development of the new <br />east/west roadway between I35W on the west and Snelling Avenue on the east. The plan also <br />contemplated relocating the northbound entrance to I35W and northbound exit to County Road C <br />from I35W to line up with Twin Lakes Parkway and also contemplated a full signalized <br />intersection at Twin Lakes Parkway and Snelling Avenue. To date, Twin Lakes Parkway has <br />been partially constructed between Lincoln Drive and Fairview Avenue. Discussions have <br />occurred with the Minnesota Department of Transportation concerning the intersection at <br />Snelling Avenue, as well as the potential relocation of the entrance/exit ramps on I35W, but no <br />approvals have been obtained. <br /> <br />The plan also contemplated construction of additional north/south streets including Mount Ridge <br />Road and Arthur Street and vacation of the existing Prior Avenue right-of-way. <br /> <br />The City has recently contracted with the consulting firm of BR W to study Twin Lakes Parkway <br />design and location issues, as well as to continue discussions with the Minnesota Department of <br />Transportation concerning the potential relocation of the I35W/County Road C interchange. <br />Initial discussions with MnDOT have indicated that, from their perspective, the proposed <br />location of Twin Lakes Parkway would be the northern most alternative for any interchange <br />relocation. BRW will discuss the status of their study at the lune 14, 1996 Work Session. <br /> <br />BR W has also been contracted to look at storm water issues. As sites in the area redevelop, there <br />will be requirements for additional storm water holding ponds to control run-off as well as to <br />improve the quality of storm water run-off before it gets into area lakes. An important part of the <br />Twin Lakes plan is to provide regional storm water holding facilities rather than individual storm <br />water holding ponds on each individual site. The City has developed one regional holding pond <br />facility for the eastern portion of the area between Fairview and Cleveland. BRW has been <br />
