contracted to look at the potential regional storm water holding facility for the western part of
that area, The ponds that currently exist on the MnDOT/I35W right-of-way, between the County
Road C interchange and the Centre Pointe site is a potential site for an expanded regional storm
water holding facility to handle additional development in the area.

In summary, the development of Twin Lakes Parkway and regional storm water holding pond
facilities are important aspects of the Twin Lakes Redevelopment Plan. The proposed Twin
Lakes Parkway would provide additional access into the area and allow the division of large lots
into smaller development parcels to make more efficient use of land. It also provides better
visibility and access to attract the kind of high quality users and jobs which the City is seeking to
attract. The provision of regional storm water holding facilities would, again, allow more
efficient redevelopment of land and more intensive use and increased tax base.
