<br />PURPOSE/OBJECTIVE <br /> <br />The purpose of this manual is to provide a framework and a process to guide <br />the physical development of the Twin Lakes Redevelopment District. This <br />goal will be accomplished by establishing specific design criteria, performance <br />standards, restrictions, and by creating unified developments with a strong <br />sense of place. <br /> <br />AUTHORITY <br /> <br />. <br />. <br /> <br />The authority for implementing the design controls contained in this <br />Development Framework Manual is derived from the fact that it will be part <br />of the site plan review in accordance with the RoseviUe City Ordinance. <br /> <br />. <br />DESIGN REVIEW PROCEDURE <br /> <br />AU site and building plans will be submitted to the City of RoseviUe in <br />accor"dance with City .ordinance. <br /> <br />SCOPE <br /> <br />The scope of design control established by this framework manual will be to <br />include performance standards, selection criteria, and restrictions related to the <br />following basic categories: <br /> <br />Architectural Standards <br />Landscape Framework <br />Screening <br />Site Lighting <br />Signage <br />Pedestrian Circulation <br /> <br />I. ARCHITECTURAL ST AN:>ARDS <br />. A. OBJECTIVES <br /> <br />The primary objective in establishing architectural standards is to ensure <br />that the design and construction of individual structures is compatible <br />with plans for adjacent aites. The relationships between the forms and <br />ma_lngs of compon~nt atructuree and the appearance of the exterior <br />buUding materials wi11 provide a eignificant opportunity to create a <br />.r etrang, identifiable image. <br />". <br /> <br />B. EXTERIOR BUILDING MATERIALS <br /> <br />In addition to meeting theetucture requirements of the City Zoning <br />Code, all atructures ehall meet the following etandarda: <br /> <br />a) <br /> <br />All finishes will be of face brick,.. cut or uncut natural stone, <br />profe_ionally designed, precast concrete units with surfaces <br />integrally treated in an applied decorative material or texture, <br />prefabricated and finished metal frame panel construction to <br /> <br />.. <br />
