<br />TWIN LAKES DESIGN FRAMEWORK MANUAL <br /> <br />PAGE 8 <br /> <br />B. CITY SIGN ORDINANCES <br /> <br />An . amendment to the sign ordinance is suggested as follows: <br /> <br />1. Ground SiQns <br /> <br />. <br /> <br />Where a ground sign is constructed with the base of the sign on the <br />ground rather than on a pylon type pole, the setback of such a ground <br />sign may be reduced 50 percent in any district if the area of the sign <br />is also reduced 50 percent from that allowed on a pylon sign as <br />,prescribed for a lot in the various' zoning districts. In the case of a <br />ground sign, the sign area shall include the horizontal surface of the <br />structure as viewed in a perpendicular direction from the face of the <br />lign. <br /> <br />VI. '.. PEDESTRIAN CiRCULATION <br /> <br />A. OBJECTIVE <br /> <br />To connect localized. pedestrian access and connections between use <br />areas, private open space and public park lands. <br /> <br />B. TRAIL STANDARDS <br /> <br />The concept plan illustrates in diagramatic fashion the major pedestrian <br />and bicycle trails within a 40 foot maximum easement. The trail <br />Iystem is anticipated to connect use areas within the Twin Lakes Study <br />Area. A fifteen foot (15') combined bikeway and walkway or a divided <br />eight foot (8') bike pathway and a six foot (6') walkway are <br />recommended. Bituminous pathways are recommended for bicycle and <br />pedestrian use. If possible, these would be physically separated to <br />. reduce conflicts between bike and pedeltrian use. At crossing points <br />. and connections with other trail elements they would converge into a <br />single, wider pathway. <br /> <br />A combined bikeway and walkway is proposed on one side of all <br />existing or proposed streets in the Twin Lakes Area, except Snelling <br />Avenue: <br /> <br />7 <br /> <br />Cleveland Avenue <br />f" airview Avenue <br />Lincoln Drive <br />Arthur Street (proposed) <br />tierschel Street (proposed) <br />County Road C-2 <br />Twin Lakes Parkway (proposed) <br />County Road C <br /> <br />as well as through both Langton Lake Park and Oasis Park, and along <br />County Ditch 4. A sidewalk only is proposed for the other side of <br />Fairview Avenue and Twin Lakes Parkway. <br />
