<br />REQUEST FOR COUNCIL DISCUSSIONIDIRECTION <br /> <br />'MAl. - · <br />~ "'~ ~ <br />\d. <br /> <br /> <br />Manager Approved: <br /> <br />DATE: 03-18-96 <br />ITEM NO: <br />Agenda Section: <br /> <br />ESTABLISHMENT OR EXPANSION OF CHURCHES AND <br />SCHOOLS BY CONDITIONAL USE PERMITS IN "R-l" AND <br />"R-2" DISTRICTS. <br /> <br />Background <br /> <br />Attached is a draft of an ordinance that would require churches and schools to <br />follow the provisions of a conditional use permit (and hearing) when establishing <br />such a use in an "R-l" or "R-2" zone. <br /> <br />The Planning Com~ission had previously recommended that the city have more <br />review opportunity particularly when existing schools and churches expand in <br />residential districts. Today such uses are considered a permitted use, with no formal <br />review process. This has caused numerous problems with neighborhoods who find <br />that they will be losing housings for parking and oversized structures, without an <br />opportunity to be heard on the topic unless a variance is requested <br /> <br />The draft ordinance simply shifts churches, schools, and similar buildings from the <br />"permitted use" category to the "conditional use" permit category in each residential <br />zone. The churches and schools are then subject to the city's design standards. <br /> <br />If the Council finds this draft to be consistent with the direction previously given, <br />the planning staff will submit the draft to the city attorney for review prior to <br />establishing a set of public hearings for the ordinance change, which could occur in <br />late April or May. <br /> <br />Report by: Dennis Welsch, 490-2232. <br /> <br />1 <br />
