<br />r <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 6-25-96 <br /> <br />, <br /> <br />Department Approval: <br /> <br />~/r}\f- <br /> <br />Item Description: <br /> <br />Manager Reviewed: <br /> <br />ITEM NO.: G~4 <br />Agenda Section: <br /> <br />~ Hearing <br />David Westlund request for relocation of a dwelling unit from Parker and <br />Lexington Avenue to 2961 Fairview Avenue. <br /> <br />Backeround <br /> <br />Section 1004.01F of the Roseville City Code states that it is the policy of the City to maintain a <br />harmonious and high standard of residential development and to protect such areas from <br />deleterious effects by insuring that both new and relocated dwellings meet specified <br />requirements. The code states that relocation of dwellings shall be permitted in the zoning <br />district where all necessary specifications as to lot sizes, setback, type of use, height regulation <br />and all other code conditions are met. In order to relocate a building within the City of <br />Roseville, it is necessary first to receive a relocation of dwelling permit from the City. Prior to <br />the issuance of this permit, the Chief Building Official shall inspect the building proposed to be <br />relocated and present a report to the City as to the building's condition and compliance with <br />building code requirements. <br /> <br />Development Review <br /> <br />David Westlund is proposing to relocate an existing single family dwelling currently located on <br />the northeast comer of Lexington Avenue and Parker Avenue. The building is owned by the <br />Calvary Baptist Church and must be removed in order to accommodate the church's expansion. <br />The proposed new location is at 2961 Fairview Avenue North. This property is zoned R-1 Single <br />Family and is guided for low density residential development in the City's Comprehensive Land <br />Use Guide Plan. The lot is 17,000 square feet in size with 85 feet of frontage on Fairview <br />Avenue, which meets City code requirements for minimum lot size and frontage on a public <br />road. <br /> <br />Mr. Westlund proposes to relocate the two story house onto the site and construct an attached <br />two car garage. As the attached report from the Chief Building Official indicates, the house is <br />basically sound but needs to be upgraded to meet all plumbing, electrical, mechanical and other <br />building codes. These upgrades will be completed prior to the issuance of a Certificate of <br />Occupancy. Consistent with other houses in this area, Mr. Westlund is proposing to set this <br />house back 100 feet from Fairview Avenue. Sideyard setbacks will be 15 feet and they will be in <br />excess of 75 feet in the rear yard. Per the Engineering requirements, a turnaround is proposed as <br />part of the new driveway. <br /> <br />1 <br />
