<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 8-12-96 <br /> <br />Department Approval: <br /> <br />f?;J <br /> <br />Manager Reviewed: <br /> <br />~b <br /> <br />ITEM NO.: H-l <br /> <br />Agenda Section: <br /> <br />Hearing <br />Dennis Batty/Roseville Covenant Church request for preliminary and fmal <br />plat approval, vacation of utility and walkway easements, and a 16-1/2 <br />foot height variance from the R-I zoning district requirement of30 feet for <br />their building at 2865 Hamline Avenue North. <br />(Continuation requested by staff - plan modifications incomplete) <br /> <br />Item Description: <br /> <br />Back&round: <br /> <br />The site under consideration at 2865 Hamline Avenue North is 4.5 acres in size and is bounded <br />on the east by Hamline Avenue, on the north by County Road C-2 and on the south by <br />Centennial Drive. Of the 4.5 acres, the east halfis zoned R-l Single Family and is guided for <br />low density residential development in the City's Comprehensive Land Use Guide Plan. The <br />west half fronting along Centennial Drive is zoned B-1 Limited Business and is guided for <br />business uses in the land use plan. The property currently consists of 4 separate lots. A part of <br />the application is for a preliminary and final plat consolidating these lots into a single parcel of <br />land and abandoning utility easements and a 5 foot wide walkway easement that are no longer <br />required. The proposed use of the land is for an approximate 30,300 square foot church with a <br />sanctuary design to seat 400 and a parking lot for 183 cars. <br /> <br />Roseville Covenant Church is currently located in the northwest comer of Hamline Avenue and <br />County Road C. They have outgrown their current facilities and are proposing to build a new <br />facility on the property located at Hamline and Centennial Drive that they have owned for some <br />time. <br /> <br />On July 8, 1996, the City Council continued consideration of this item to the August 12, 1996 <br />meeting, at the request of City staff and the applicant. <br /> <br />Staff Recommendations: <br /> <br />In order to revise the landscape plan to address concerns raised by the Planning Commission, the <br />applicants have requested that the public hearing be continued to the August 26, 1996 City <br />Council meeting. Therefore, it is recommended that the City Council continue the public hearing <br />to August 26, 1996. <br /> <br />I <br />
